if you really want to. do it! but its time consuming. making animations and webcomics is tough. so you might want to think about what you want to do more of first before diving in. will the webcomic be story driven or a gag comic? also go to godaddy.com i believe to own a domain name, for designing if you want to learn to create graphics and stuff for your website, use dreamweaver or some other program. or you can have some other person design your site for you. that way you will only have to worry about what kind of design you want for your site and pay for it etc.

Do you read any webcomics? I assume you have at least looked up the most popular webcomics to see how they did it before considering starting your own.

If you haven't, some of the most popular webcomics are:
Xkcd, DrMcNinja, Questionable Content, Cyanide and Happiness and Penny Arcade. Each site has its own style, which you may take into consideration when you design your own.

I am personally a fan of MS Paint Adventures and Gunshow, but they are not nearly as well established as the aforementioned comics.

I read Gunshow, questionable content, Cyanide and Happiness, and XKCD often (well, haven't read QC in awhile) but I understand how they go about it. I'm going to think and work on the first few comics before I start

I started a web comic (coozymcmillan.com) and other than helping me learn to draw it was a huge waste of time. Be prepared to have a website that nobody even goes to, because there are a million other comics and the comic market isn't that big to begin with. I've found making flash animations way more rewarding.
